We thank you for your interest in the State's <br /> conservation lands. <br /> Our understanding is that you are requesting information on permitting and other requirements for two <br /> issues: 1) placing "coastal access" signs along Kalapana Beach Haven Road directing pedestrians to the <br /> shoreline,and 2)clearing invasive species in an approximately two-acre site on TMK(3) 1-2-004:001. <br /> The "public walkway"you indicate on your map appears to cross tax map key parcel(TMK) (3) 1-2-018:006, a <br /> privately owned 0.21-acre parcel at the end of Kalapana Beach Road. It is not in the Conservation District, <br /> and the DLNR does not have any jurisdiction.As such,any signage here would be a decision for the County of <br /> Hawai'i. <br /> The milo trees are on TMK (3) 1-2-004:001, an 8.07-acre State-owned parcel in the Resource Subzone of the <br /> Conservation District. The majority of the parcel is covered by lave from the 1990 flow. Approximately two <br /> acres are covered by a remnant coastal forest composed of some native trees (milo), some Polynesian- <br /> introduced species (noni, coconut), and a number of invasive vines and shrubs(rubber tree, Christmas berry, <br /> guava,Java plum,etc). <br /> Any work on the State-owned parcel would need to secure permission from Land Division prior to applying <br /> for a permit through OCCL.
