Hawaii County Charter Commission -4 October 12, 2018 <br />worked her way up from a Recreational Technician to the Director of Parks and <br />Recreation. It took her 30 years to do that and now she's the Director of Parks <br />and Recreation. Her qualifications go before the Mayor when he brings her to the <br />County Council and the County Council can review all her qualifications. I think <br />that the way it is you can't quantify what it would take to run a department like <br />Parks and Recreation. The five years of administrative management and <br />everything that someone like Director Waltjen has done in her 30 years when she <br />went in front of the County Council. I believe that the way it is right now and <br />having the Council and the Mayor look at her qualifications is the right way to go. <br />CHR. ADAMS: Thank you. Seeing no other questions, thank you so much for <br />being here. At this time, I'd like to ask the Department of Public Works, Director <br />Simeon. Thanks for being here, please state your name for the record. <br />e. Department of Public Works — Director Allan Simeon <br />(Note: At this time, Public Works Director Allan Simeon carne forward to <br />address the members of the Commission. Mr. Simeon provided a <br />PowerPoint presentation to the members and referred to information on <br />the screen. A copy of the presentation is made a part of the record. See <br />Charter Commission Communication No. 9.3.) <br />MR. SIMEON: Allan Simeon, Director of Public Works. First of all, I would <br />like to thank you all for letting me share with you what we do with Public Works <br />and the service you are doing here, helping us. Secondly, I would like to <br />acknowledge my Deputy Director, Merrick Nishimoto. <br />So the Department of Public Works, I would like to share that we have about 413 <br />positions. Later on I will let you know how many divisions we have. But out of <br />that total positions, there are 59 vacancies. With those vacancies, there are 28 <br />unfunded positions. <br />We operate on an annual budget of $61 million, which is broken down to about <br />$18.6 million for General Fund and also $42 million for Highway Fund, and <br />.2 million for Beautification Fund. Our department consists of primarily six <br />divisions. One is Administration, Building Division, Automotive Division, <br />Engineering Division, Highway Maintenance Division, and Traffic Division. We <br />all work together with these divisions, and our mission statement is basically, "To <br />work together as one to improve the quality of service for the health and safety of <br />our Big Island `ohana." We are trying our best to uphold that mission. <br />First is the Administration Division, so basically the Administration Division is a <br />backbone, so it holds everybody together. We do community outreach and <br />information with the public. They do support for clerical and for the department <br />coordination including fiscal, human resources, and above those, including to <br />Page 16 <br />
