Hawai`i County Charter Commission -4 October 12, 2018 <br />felt like we had to make some changes. We had to take some extraordinary <br />action— <br />CHR. ADAMS: Please summarize, Mr. Dow. <br />MR. DOW: Pardon? <br />CHR. ADAMS: Please summarize. <br />MR. DOW: Okay. So I don't think that the County Council or the public was <br />fully aware of the action that was required for the Salary Commission to take and <br />I think that if we keep Salary Commissions staffed properly and meeting regularly <br />no extraordinary action will be required in the future. And I think that the bill <br />that's proposed to change the Charter is unnecessary. Thank you. <br />CHR. ADAMS: Thank you very much. ADAMS: So you're aware that it's three minutes per agenda item? <br />MR. VICENTE: Yes. <br />CHR. ADAMS: Thank you. <br />MR. VICENTE: Hello, my name is Dwight Vicente. I'm representing the <br />Hawaiian Kingdom. Communication 5.2, Administrative Rules of the Police <br />Department, or Police Commission I should say. The Police Department is <br />actually illegal military due to the fact that the U.S. Constitution is a law that is <br />said to be in control here. All military powers rest with Congress under Article 1, <br />Section 8. You cannot create a commission to side-step the prohibition under the <br />U.S. Constitution. But remember, this is the Hawaiian Kingdom now. So that's a <br />conflict going on right there in itself. And they're arming themselves under <br />Page 4 <br />
