EXECUTIVE SUMMARY <br />CHAPTER 4— TRANSPORTATION COMPONENTS <br />DOWNTOWN HILO MULTIMODAL MASTER PLAN <br />Chapter 4 presents the DHMMP recommendations. These are organized into six transportation <br />components. The individual projects and improvements identified in each component inter -relate to <br />form a cohesive set of changes that will enliven Downtown Hilo. Under each component there is a <br />discussion of existing issues, alternatives considered, community input received, followed by <br />recommendations. The components and the associated solutions addressed by recommendations are <br />shown below. <br />Component Elements Addressed <br />Circulation <br />- Multimodal and vehicular circulation patterns <br />Component: <br />- Streets designated for different uses and priority modes identified <br />- Street design (lane widths and cross-sections, one-way versus two way) <br />- Traffic calming measures and appropriate "target speeds" <br />- New roadway connections to increase connectivity <br />- Intersections to serve as gateways, slow traffic entering Downtown, and <br />direct through traffic to peripheral roads <br />- Safe crossings and protected travelways for pedestrians and bikes <br />Pedestrian <br />- Improvements to the pedestrian environment such as widened sidewalks, <br />Component: <br />corner curb extensions, lighting, awnings. <br />- Safe pedestrian crossings within Downtown and to the Bayfront <br />- Promenade with outdoor dining, a pedestrian plaza, and parklets for <br />gathering places <br />- Improved accessibility of sidewalks and curb ramps <br />Bicycle <br />- Connections between Downtown and key destinations to contribute to a <br />Component: <br />regional bikeway network <br />- Street -specific bicycle improvements including multi -use paths, bike lanes <br />- Bike racks, corrals, and storage <br />- Bike rental/sharing stations <br />Parking <br />- Parking management and optimization of available space for short-term <br />Component <br />and long-term usage <br />- Designated areas for on and off-street public parking <br />- Locations appropriate for future parking structure(s) <br />- Remote parking solutions for employees and commuters <br />- Education, enforcement, and wayfinding <br />Transit <br />- Strategies, routes, and vehicle options for a Downtown shuttle <br />Component <br />- New transit stop locations to increase accessibility and usage <br />- Wayfinding signage and amenities at transit stops <br />- Mobile technology to make transit more user-friendly <br />Streetscape <br />- Green infrastructure solutions for drainage, stormwater retention (for <br />Component <br />example permeable paving, rain gardens) <br />- Appropriate landscaping, urban gardening, and street trees for enhanced <br />aesthetics, increased shade, and natural spaces <br />- Street treatments and gateways to aesthetically set apart different areas <br />- Style guidelines for Downtown Hilo <br />April 2018 ES -3 <br />
