Margaret Wille <br />Attorney at Law <br />65-1316 Lihipali Road <br />Kamuela, Hawaii 96743 <br />Tel: 808-854-6931 <br />margaretwille@mac.com <br />December 14, 2018 <br />To: Charter Commission <br />Fr: Margaret Wille, on behalf of myself <br />Re: Comm. 20 CA -6 Revising Section 7-2 (Authority of Police and Fire <br />Commissions to discipline Police Chief and Fire Chief) Testimony <br />I agree with the proposal to allow the Commissions to discipline the Police Chief and <br />or Fire Chief; HOWEVER, an additional provision should be added to say that no <br />persons previously employed by the police department or the fire department <br />should be appointed to the Police Commission or the Fire Commission. <br />Otherwise, the Police Chief and the Commission are one big club with just a few who <br />are independent of "club pressure." <br />RE: Police Commission: <br />Add: No new members of the Commission shall be a former police <br />officer. <br />Comm. No. 20.1 <br />
