Hawai`i County Charter Commission -5 November 9, 2018 <br />MS. TODD: Ms. Sako, we have had some comments from the members <br />of the public and they have submitted some written proposals to transfer <br />some responsibilities from the Department of Parks and Recreation to the <br />Department of Finance and I just either now or perhaps by our next <br />meeting, I would like to have some response from you as to what you <br />think of moving those responsibilities to the Finance Department. <br />MS. SAKO: We are aware that that came up and we did have time to <br />discuss it and we are actually okay with it. The PONC Commission <br />discussed it as well as our property management team and they think we <br />have the adequate resources to take that piece over. <br />MS. TODD: Thank you. <br />CHR. ADAMS: Director Sako, this is Commissioner Adams. When you <br />say that we discussed it, that mean we, did the "we" include... <br />MS. SAKO: We, our department. We have yes, we also had discussed it <br />and they are also fine. Cause this is just the piece covering the <br />stewardship grants and so our staff are out on the properties I think a lot <br />more than their staff are able to be and our Commissioners are already <br />looking over the grant applications to assist so it seems kind of like a <br />natural transition at this point. <br />CHR. ADAMS: Thank you. <br />MS. RICE: Mr. Chairman. <br />CHR. ADAMS: Commissioner Rice. <br />MS. RICE: On that subject, you said just the maintenance fund? Is that <br />correct, that you would be willing to take that? <br />MS. SAKO: No. I think that's the piece that is currently assigned to <br />Parks and Recreation, so right now the way the maintenance fund is <br />worded a lot of the duties fall under Parks and Recreation. The biggest <br />piece being the maintenance grants I think, we call them the stewardship <br />grants, and so, that was the piece that was talked about. Transitioning that <br />to the Finance Department. <br />MS. RICE: And you would handle the financial aspects? Cause PONC, <br />the Commission actually recommended that they be in charge of the <br />stewardship grant itself in their submittals, so... <br />Page 26 <br />
