Hawai`i County Charter Commission -5 November 9, 2018 <br />BUSINESS: business, Unfinished Business. <br />CHR. ADAMS: Item No. one, is Communication No. 3, Formation of ad <br />hoc committees. Any desires or comments? Seeing none. Move on to <br />Item No. two, Communication No. 14, we have if I recall, and please <br />correct me parliamentarian, the CA -2 that was considered as new business, <br />last meeting was postponed to this meeting. Is there some action that <br />needs to take place for us to take this up? <br />MR. HENRICKS: No. There's a motion on the floor currently to approve <br />this on initial approval. <br />CHR. ADAMS: Okay. The motion is on the floor and it has a good <br />second as well. <br />MR. HENRICKS: Yes. Correct. <br />CHR. ADAMS: Okay. So just a reminder, this particular motion is for <br />the Proposal to amend 3-7 to provide that the County Council hold an <br />equal number of its regular meetings in East and West Hawai`i within <br />each calendar year. This replaces the language where currently it is a <br />quarterly requirement to have it in West Hawai`i, I believe. We are open <br />for discussion. I know that we had a robust discussion last meeting and I <br />think part of the reason if I can say so that we postponed it is because there <br />was the potential for some amendments but we needed potentially some <br />detail to that, so do we have any..., yes, Commissioner Rice. <br />MS. RICE: I prefer the amendment proposal as it is written. <br />CHR. ADAMS: Commissioner Zelko. <br />MS. ZELKO-SCHLUETER: I agree with Commissioner Rice. I also <br />prefer the way it is currently being proposed. <br />MS. TODD: Chair. <br />CHR. ADAMS: Commissioner Todd. <br />MS. TODD: I concur with the proposed language because I believe that it <br />provides flexibility by stating East Hawai`i and West Hawai`i rather than <br />specifying North Kona or South Kona, it allows the Council to move <br />meetings to Waimea or North Kohala or Ka`U if needed if there are items <br />that are of significant interest to people in that area and also gives <br />Page 28 <br />
