<br /> Develop ordinances requiring that a waste reduction plan be submitted to obtain <br />commercial or residential building permits RETAIN <br />#§ ¯³¤± 2¤¥¤±¤¢¤ ΒȁΔȁΘ £ ΒȁΕ Ȩΐȩ - <br />Develop EPR policy statements or resolutions expressing strong support initiatives that <br />require manufacturers of certain products or materials to take responsibility of the life <br />cycle costs of their products RETAINǾ ¡´³ ±¤¶®±£ £ ±¤¥®¢´² £ ¢®¬¡¨¤ ¶¨³§ <br />±¤¥¤±¤¢¤ ¡¤«®¶ȁ <br />Ms. Bell suggested dropping it because County probably does not have any resources to do <br />this and that this would be more of a State effort. <br />Mr. Ely also agrees with Ms. Bell and stated that at this level we would be wasting our time <br />and this should be done further up the food chain. <br />Ms. Bell said that County policy statements and resolutions do not carry enough weight for <br />this action to be effective. <br />Chair Hayducsko explained that as a County, it is good to work with other Counties in the <br />state and as a group they should pitch what is agreed upon to legislature. <br />Chair Hayducsko also explained that there are a few EPR Programs that the County is <br />working with right now which includes the Bottle Bill, HI5 Program; the E-waste Program <br />where we are receiving money from the manufacturers to manage our e-waste; Advance <br />Disposal Fee for glass, which importers pay per container. It does take an enormous <br />amount of time to implement an EPR program; but, it can be effective once implemented <br />because it forces manufacturers to be more responsible and look at the whole process <br />especially if they have to take the back their product. <br />Ms. Bell would like to recommend that the solid waste and/or recycling staff to get together <br />each year and make a list and pick off a project or two. She suggested to maybe start with <br />tires; and said that there could be at least fifteen things to put on a list. <br />Mr. Araujo suggested to RETAIN this section but re-wording it to make it more realistic. He <br />suggested to word it as a future project; list a time span in the wording that would make it <br />more acceptable. <br />Ms. Bell asked if there is a time frame for the recommendations section; and if we are we <br />prioritizing recommendations in the workbook. <br />Chair Hayducsko answered that he and Katherine are working a procedures and hoping to <br />have a procedure established by next meeting. <br />Mr. Okinaka asked what is the initial thought or purpose of this section. <br />Ѝ <br /> <br /> <br />
