<br /> <br />Chapter Reference 7.4.3 <br />Include information regarding the environmental benefits of properly disposing of scrap tires, <br />and current disposal options in the County's education and promotion programs. - RETAIN <br /> <br />Chapter 8 Collection and Transfer <br /> <br />Chapter Reference 8.7.1.A and 8.8.1 <br />1) Retain the County's system of recycling and transfer stations. 2) A component of retaining the <br />system includes completing upgrades to address structural deficiencies and to 3) provide <br />expanded services in support of zero waste initiatives. - RETAIN <br /> <br />Chapter Reference 8.7.3, 8.7.7.2, and 8.8.2 <br />1) Reconstruct one or more recycling and transfer stations annually, including a new South Kona <br />recycling and transfer station at Ocean View. 2) The County should also consider installing <br />compaction units for recyclables at selected stations. Consider adopting a "satellite" system <br />where compactors would be installed at selected stations, which would accept uncompacted <br />recyclables from nearby stations lacking compactors. - RETAIN <br /> <br />Chapter Reference 8.7.4, 8.7.6 and 8.8.3 <br />Implement fulltime staffing and reduced operating hours at recycling and transfer stations, and <br />consider closing one or more stations. - RETAIN <br /> <br />Chapter Reference 8.7.2 and 8.8.4 <br />Develop a system to license private collection firms. In this program, all firms that collect <br />garbage from residents or businesses would be required to register vehicles, document that the <br />vehicles meet safety requirements, and pay a nominal licensing fee (to cover the cost of <br />licensing). As discussed in Chapter 4, Recycling, Bioconversion, and Markets, an added <br />requirement of the license would be that all licensed firms must offer a recycling service along <br />with its garbage service. MOVE to option <br /> <br />Chapter Reference 8.7.2 and 8.8.5 <br />Change permits to allow small commercial businesses to drop off recyclables at County <br />recycling and transfer stations. These permits would make it much more convenient for small <br />businesses in rural areas to recycle.
