<br />CountyBldg.25AupuniStreet SuiteNo.1101Hilo,96720-4245 <br />Phone(808)961-8069Fax(808)961-8248 <br />Date:January15, 2019 <br />To:Douglass ShipmanAdams,ChairCountyCharter Commission <br />From:KekaulikeTomich,Chairperson <br />PublicAccess,OpenSpaceandNaturalResourcesPreservation <br />Commission(PONC) <br />Re:Proposed Charter Amendmentsto CA-007and CA-009 <br />After discussion at our January 14, 2019 PONC meeting, the PONC Commissionhas,the following <br />comments we would like to share with the Charter Commission regarding two of its proposed charter <br />amendments. <br />CA-009.We encourage the Charter Commission to move forward with CA-009, which transfers <br />administration of the Maintenance Fund from the Department of Parks & Recreation to the Department of <br />Finance. Our own experience is that the roles being split between the two departments has led to <br />confusion, delays and a lack of efficiency in transferring funds from the management Fund to the <br />qualifying management partners. <br />CA-007.The PONC Commission urges the Charter Commission not to reduce the amount of additions to <br />the Preservation to below its current 2% portion from the collection of Real Property Tax Revenues.
