Page 26 <br />1 the process or the thought process of how you came to <br />2 those particular figures for those positions. <br />3 And, as a commission, we've stated previously <br />4 that we urge <br />a logical, <br />transparent, timely process for <br />5 determining <br />the pay increases with the annual reviews <br />6 that take into consideration subordinate pay and <br />7 neighbor island pay structures. I think, <br />8 unfortunately, the negotiation process at the state <br />9 level that directly affects Hawaii County and affects <br />10 the executive pay is not transparent and doesn't seem <br />11 based on the CPI or some other economic indicator. It <br />12 seems, frankly, a little random, which makes your task <br />13 a little more difficult. <br />14 <br />If I may <br />just comment on <br />the earlier question <br />15 <br />about the overtime, <br />having worked <br />in the federal <br />16 <br />government for most <br />of my career, <br />when you get to these <br />17 senior levels or in the senior executive service, there <br />18 <br />is no overtime. <br />You sign on <br />as part of <br />the job. <br />19 <br />However, there <br />are sometimes <br />performance <br />awards -- <br />20 monetary performance awards -- that can be given for <br />21 extraordinary service and that type of thing.
