SPECIAL COMMITTEE ON AGING MEETING <br />Tuesday, December 18, 2018 <br />Page 3 <br />into compliance with the State Plan in 2014. By working closely with the con- <br />tractors who were providing services, they made a smooth and gradual tran- <br />sition, hiring one case <br />manager per month for several months; it took a year to complete the transi- <br />tion. Now they have ten (10) Case Managers who serve 6,000 clients. <br />Both Executive testified that in-house case management works well for their <br />islands' seniors. <br />b. QUESTIONS AND COMMENTS TO THE THREE EXECUTIVES: <br />Nalani said it was a "year of struggle" to make the transition, and took several <br />meetings a month with vendors to straighten out a new referral system (ven- <br />dors had been taking direct calls from clients). Kimo was asked about the is- <br />sue of union representation which he had listed as a reason that contracting <br />out services was beneficial; he responded that he was not worried and could <br />work well with a union. The new hires would have temporary Civil Service <br />status; while having Civil Service and union benefits, their employment would <br />be contingent on continued grant funding from kupuna care. A nurse from <br />Adult Protective Services supported bringing services in-house to shorten <br />wait times. Several others thought that the risk of losing funding due to lack <br />of contractual compliance with the state was an overriding argument in favor <br />of the proposed change. <br />7.
