Hawai`i County Charter Commission -7 January 25, 2019 <br />CA -7 and CA -13, special funds should never be slush funds for other uses. That <br />is why they are earmarked as special funds. It sounds like they need to fix the <br />emergency fund and the budget overdraft fund is what really the problem is. I <br />agree with that. <br />Also, I am for CA -9. I am actually going to be bold enough to suggest putting one <br />more staff isn't enough, you probably need two more staff being funded out of the <br />fund in order to make that two percent fund actually be where we can really use it <br />correctly in a timely manner to get property that at this point in time is the most <br />affordable it will ever be. We all want open space. I moved here from O`ahu <br />because I didn't want to live on Oahu because it didn't have enough open space <br />and I don't want the Big Island to look like O`ahu. Anyway, so again, I am <br />against CA -7 and CA -13. I am very much against removing the perpetuity clause. <br />I think that is a foolish act and it will make it so we can't get some of the outside <br />grants that we have gotten. ADAMS: And as you have heard, several folks are representing <br />themselves and other organizations as well. Six minutes. Thank you. <br />MR. WARSHAUER: Aloha Commissioners. Thank you for your consideration <br />regarding the Charter. The proposed Charter amendments seven and nine were <br />addressed by a letter from the PONC Commission and I will read that. It is on <br />behalf of Kekaulike Tomich who couldn't be here today. "After discussion at our <br />January 14th, 2014 PONC meeting, the PONC Commission has the following <br />comments we would like to share with the Charter Commission regarding two of <br />its proposed Charter amendments. CA -9, we encourage the Charter Commission <br />to move forward with CA -9 which transfers administration of the maintenance <br />fund from the Department of Parks and Recreation to the Department of Finance. <br />Our own experiences is that the roles being split between the two departments has <br />led to confusion, delays, and lack of efficiency in transferring funds from the <br />management fund to the qualifying management partners. <br />Page 25 <br />
