Box 564 <br />Captain Cook, HI 96704 <br />Dear Ian and Kelly, <br />RE: Uber and Lyft Operating within the County of Hawaii <br />Thank you for your correspondence received on January 17, 2019, regarding <br />transportation network companies (TNCs) and the need for regulation within the County <br />of Hawaii. <br />You stated that you were perplexed by a comment attributed to me in West <br />Hawaii Today and conclude that I "essentially dismiss" TNC regulation by saying that <br />"... it won't be the same rules [for TNCs], otherwise they would just be another taxi <br />company." This is not the case. The availability and use of TNCs have grown very <br />quickly within our State. The City and County of Honolulu (Honolulu) is the only county <br />that is currently regulating TNCs. See Revised Ordinances of Honolulu (ROH), Chapter <br />12, Regulations of Common Carriers and Their Fees, Article 6, Private Transportation <br />Companies, Vehicles, and Drivers. Honolulu has separate regulations for Taxicabs. <br />See ROH, Chapter 12, Article 1, Taxicabs. So, as established in another county within <br />the State, there should be different set of rules for the TNCs and Taxicabs. <br />I will have Research & Development look into this matter.
