Hawaii Game Management Advisory Commission Meeting <br />Minutes – November 13, 2018 <br />change current law in Article 11, actually, right now, and that is that – it says, <br />For the benefit of present and future generations, the State and its political <br />subdivisions shall conserve and protect Hawaii’s natural beauty and all <br />natural resources including land, water,” and we have re-inserted “game <br />animals” which used to be in the Constitution and was surreptitiously – so to <br />speak – taken out – “….air, minerals and energy sources, and shall promote <br />the development and utilization of these resources in a manner consistent <br />with their conservation and in furtherance of the self-sufficiency of the State.” <br />Ah, HCR 22, which was supported and promoted by this Commission, as <br />well, was passed – this dovetails with that so my question to the Commission <br />is do you folks want to take this up? <br /> <br />TL: So are we moving to move forward with this – we have a first and second is <br />that it? A motion and a second? <br /> <br /> <br />NP: OK. I’d like to make a motion that we pursue the constitutional amendment. <br /> <br />TL: OK. We have another bill in front of you which says powers and <br />duties of the Department – well, actually, let’s go to – forget that – let’s come <br />back to the Cooperative Resource Management – that was the one that the <br />Commission submitted previously... <br /> <br />TL: It’s the Cooperative Resource Management... This used to be HB 105. Now <br />this is one that the Mayor has seen and has given us... <br /> <br />?: Are you talking about this one – HB 105? <br /> <br />TL: It’s not a House Bill anymore... We have a revised – it starts off at the top of <br />the page, “Be it enacted by the Legislature of the State of Hawaii... <br /> <br />TN: You talking about 183 D-262? Of Hawaii – HRS? Hawaii Revised Statute? <br /> <br />TL: What we want to do is add the words, “Cooperative resource management” <br />means a process for the management of public resources that identifies and <br />actively involves stakeholders with a compelling interest, such as recreation, <br />hunting, or gathering.” <br /> <br />TN: When you say cooperative resource management – who are you talking <br />about? <br /> <br />TL: We’re talking about DLNR – we’re talking about people who have an interest <br />in those activities... <br />35 <br /> <br /> <br />
