this ordinance which can be given effect without the invalid provision or application, and to this <br />end, the provisions of this ordinance are declared to be severable. <br />SECTION 4. Upon adoption of this ordinance, this council, by appropriate resolution <br />shall provide that this charter amendment be submitted to the electorate of Hawai`i County for <br />approval at the 2012 general election. <br />SECTION 5.
