3.1 Agriculture <br />Kokua Action 30 Apply for Specialty Crop Block Grants to strengthen taro production. <br />Kokua Action 69 Support the development of agricultural parks to make agricultural land available <br />for agricultural activities. (GP 14.2.3(k)) <br />Kokua Action 70 Cooperate with County and Federal agencies and the private sector to develop, <br />improve and expand agricultural water systems in appropriate areas on the island. <br />(GP 11.2.2(j)) <br />3.2 Civil Defense <br />Kokua Action 53 Conduct routine facility assessments for all emergency shelters and prioritize <br />funding for improvements. <br />Related County Collaborative Actions <br />Policy 88 County Civil Defense and State Civil Defense should ensure that communities <br />within the Hamakua Planning Area are adequately served by emergency shelters. <br />Policy 89 In coordination with the State Civil Defense Agency and in line with Multi -Hazard <br />Mitigation Plans, harden critical facilities. <br />• Laupahoehoe Fire Station Hardening; <br />• Replace and relocate the Honoka'a Fire Station to Highway 19; <br />• Harden Kula'imano Community Center (Pepe'ekeo); <br />• Look for opportunities to combine hardening with other facility improvements, <br />such as ADA improvements, etc. <br />Policy 90 County Civil Defense, in cooperation with Red Cross, FEMA, State Civil Defense, <br />DOE, and DAGS, should conduct routine facility assessments for all emergency <br />shelters in the Planning Area and keep the County Multi -Hazard Mitigation Plan <br />emergency shelter references up-to-date.
