■ Add electric vehicle charging stations at appropriate facilities; <br />■ Add solar lighting in appropriate parking areas; <br />■ Add photovoltaic systems and/or solar hot water systems to appropriate facilities. <br />2.3 Environmental Management <br />Wastewater <br />Policy 79 Develop an infrastructure prioritization designation such as an Infrastructure Priority Area <br />(IPA) within the Hdmdkua CDP and designate Honomu, Laupdhoehoe, Pa'auilo, and sections <br />of Honoka'a as priority areas in need of wastewater service. <br />Infrastructure prioritization designations should be based on the following criteria: <br />• The area contains a mix of residential and commercial zoning; <br />• The area lacks a core infrastructure component (municipal or community water, <br />wastewater, or roadways); <br />• Redevelopment options (including the renovation of historic structures) and/or <br />projected commercial and residential growth (including affordable, multi family <br />housing) is hindered by the lack of core infrastructure; <br />Highest priority should be given to areas that contain existing built -out parcels facing <br />regulatory constraints relating to parcel size, areas with historic buildings and structures in <br />need of renovation, and areas where affordable housing is lacking and development is <br />impeded by the lack of necessary infrastructure. <br />Policy 80 Develop wastewater systems at a cost-effective scale for small communities. Use <br />Infrastructure Priority Area (IPA) criteria in prioritizing communities for critical <br />infrastructure improvements. <br />c„ i„l %nlaste & Rec%id-hr- <br />Policy 81 Promote the recycling or composting of agricultural, industrial, and municipal waste <br />material through education, outreach, and incentives. (GP 4.3 (d)) <br />Policy 82 Incorporate green waste facilities at appropriate rural transfer stations. Particularly assess <br />these facilities for greenwaste options: <br />• Honomu <br />• Pa'auilo <br />(GP 10.5.2 (f) & (h); Hawaii Zero Waste Plan, State of Hawai'i Integrated Solid Waste <br />Management Act (HRS §342G) <br />Policy 83 Add an additional chute/receptacle at the Honoka'a Recycling and Solid Waste Transfer <br />Station. <br />Policy 84 Increase recycling education and outreach online and through signage at rural transfer <br />stations, including: <br />8 <br />Hdmdkua CDP Guidance to Agencies <br />
