2. Courtney O'Connor of Hawaiian Islands Land Trust introduced herself to the Action <br />Committee and the audience and provided a brief introduction about the Hawaiian Islands <br />Land Trust and their involvement in environmental and cultural conservation efforts. <br />PUBLIC COMMENT ON AGENDA ITEMS: <br />There was no testimony given from members of the public. <br />APPROVAL OF MINUTES: <br />Committee Member John Olson moved to approve the minutes of the July 16, 2018 meeting, as <br />submitted. Second by Committee Member Benjamin Ney. The motion to approve the minutes as <br />submitted passed with 6 votes aye, 0 votes nay. <br />REPORTS AND OTHER PRESENTATIONS: <br />Community Partner Group Reports: <br />Comm. No. 2018-25 NK Community Access Group Notes 10/03/2018: <br />Group Member, Toni Withington, provided a summary of the recent progress of the <br />Community Access group from their October meeting. Ms. Withington reminded the Action <br />Committee as well as the audience that the North Kohala Community Access Group meets on <br />the first Wednesday of each month at 4:30 PM in the Old Judiciary Building in Kapa'au. <br />To view Comm. 'Upolu Point Restoration: Susan Fischer of the Power, Viewplanes, and Erosion Control <br />Community Group provided an update on the progress of the'Upolu Point Erosion Control <br />project that the group has been working on since 2011. Affordable Housing in Kohala: Jack Hoyt of the Affordable Housing Community Group provided <br />an overview of the current focus of the Affordable Housing Group and their project goals <br />moving forward. Mr. Hoyt shared that the group's main focus is on obtaining land in Kohala for <br />an affordable housing project that would take the structure of a "pocket neighborhood." The <br />group is currently looking for local landowners that are willing to sell land (no less than 7 acres) <br />that could be used to develop a "pocket neighborhood" project. <br />Mr. Hoyt explained the current issues that have been setbacks for affordable housing projects <br />in Kohala are the price of the land that is available, lack of necessary potable water to expand <br />housing, and difficulty and cost of providing proper wastewater treatment for new housing <br />developments. <br />He also provided an overview of an affordable housing project currently being proposed in <br />Kohala on agriculturally zoned land near Haw-.
