2. Courtney O'Connor of Hawaiian Islands Land Trust introduced herself to the Action Committee and the audience and provided a brief introduction about the Hawaiian Islands Land Trust and their involvement in environmental and cultural conservation efforts. PUBLIC COMMENT ON AGENDA ITEMS: There was no testimony given from members of the public. APPROVAL OF MINUTES: Committee Member John Olson moved to approve the minutes of the July 16, 2018 meeting, as submitted. Second by Committee Member Benjamin Ney. The motion to approve the minutes as submitted passed with 6 votes aye, 0 votes nay. REPORTS AND OTHER PRESENTATIONS: Community Partner Group Reports: Comm. No. 2018-25 NK Community Access Group Notes 10/03/2018: Group Member, Toni Withington, provided a summary of the recent progress of the Community Access group from their October meeting. Ms. Withington reminded the Action Committee as well as the audience that the North Kohala Community Access Group meets on the first Wednesday of each month at 4:30 PM in the Old Judiciary Building in Kapa'au. 'Upolu Point Restoration: Susan Fischer of the Power, Viewplanes, and Erosion Control Community Group provided an update on the progress of the'Upolu Point Erosion Control project that the group has been working on since 2011. The project has been successful in reducing erosion and minimizing the amount of sediment that runs off into the ocean on that site. Affordable Housing in Kohala: Jack Hoyt of the Affordable Housing Community Group provided an overview of the current focus of the Affordable Housing Group and their project goals moving forward. Mr. Hoyt shared that the group's main focus is on obtaining land in Kohala for an affordable housing project that would take the structure of a "pocket neighborhood." The group is currently looking for local landowners that are willing to sell land (no less than 7 acres) that could be used to develop a "pocket neighborhood" project. Mr. Hoyt explained the current issues that have been setbacks for affordable housing projects in Kohala are the price of the land that is available, lack of necessary potable water to expand housing, and difficulty and cost of providing proper wastewater treatment for new housing developments. He also provided an overview of an affordable housing project currently being proposed in Kohala on agriculturally zoned land near Haw-.
