From: jbklyman@yahoo.com
Sent: Thursday, February 14, 2019 11:16 AM
To: Charter Commission
Subject: 2% land fund administration
Aloha Commission Members.
I am a resident of Keaau and have been in favor of the 2% land fund since its inception several years ago. I have been
under the impression that lands were being purchased each year with these fund and am disappointed that not much
has been happening (per the information I have received) to acquire these lands. Instead, there is a funding surplus in
the budget that, like the Social Security trust funds, is attracting county administrators eye as something to be raided. I
disapprove of such intent. I am in agreement that there is sufficient monies collected annually to fund a full time
administrator to work exclusively on directing and servicing land acquisitions per the voter -supported charter. I do not
agree to side tracking this task to several existing administrative workers, as they have not done an acceptable job over
several years now. I believe they have lost any "good intent" leniency that could have been afforded in a shorter time
span.
I want to see a dedicated administrator position created and action taken to move the collected funds in to land
acquisitions and stop this "some day when time allows" attitude. Make use of the money that is sitting there waiting for
land purchase and not looking for other ways to spend it.
If there are other extenuating circumstances that have prevented these acquisition, I am open to learning of
them. Given my past experience with county workings, I do not believe this is the case, but lack of administrative
management to progress with acquisitions.
Jim Klyman
Keaau, HI.
1
Comm. No. 24.94
