<br />Planning Director Y ee encouraged Action Committee members to be open to discussions with <br />members of the community during meetings and to d raft agenda items that allow for more <br />conversation. <br />Committee Member Palacat - Nelsen requested an update on the Kona CDP Amendments. Mr. Yee <br />responded that the project had been p laced on hold for a while due to the volcano emergency in Puna <br />but that staff are working on it currently. <br />PUBLIC COMMENT ON AGENDA ITEMS : None. <br />APPROVAL OF MINUTES: <br />Committee Member Kimura moved to approve the minutes of the July 10, 2018 meeting as submitted . <br />Second by Committee Member Rivera . The motion to approve the mi nute s as submitted pa ssed with 5 <br />votes aye, 0 vot es nay . <br />REPORT and OTHER PRESENTATIONS : <br />2. Ali'i Parkway Investigatory Subcommittee Interim Report : <br />Chair Young explained that the Ali'i Parkway subcommittee had been unable to meet since the last AC <br />meeting. H e wanted to include the project on this agenda in order to give the subcommittee members <br />an o pportunity to update on what progress they had made in getting feedback from the community. <br />Committee Member Rivera said he had spoken to some relatives in the Kahulu ‘u - Keauhou area who <br />appear interested in working with the subcommittee . He explained that the proposed alignment needs <br />to be better defined and concerns for sacred sites and burials need to be mitigated . <br />Committee Member Palacat - Nelsen s uggested a consensus on this proposed alignment would come <br />together as input is gathered. He recalled that m any of the families seem to be in support as long as <br />the burials are respected . He explained that the area needs to be thoroughly studied and that the <br />economics of the projec t need to be considered . He recommended consulting with Nohopapa Hawai‘i <br />to aid in an additional archeological study of the area. He explain ed that many of the families to be <br />consulted are descendants of the kupuna who had concerns a bout this roadway construction. <br />Chair Young expressed that the current plan is to establish community sup port for this project t o <br />present back to the administration. He explained that more thoroughly investigating the archeological <br />issues is an important step to gaining this support and shifting the alignment. <br />th <br />The Ali'i Parkway Subcommittee agreed upon meetin g on Tuesday, October 30 at 9 am to continue <br />this discussion. They also request ed continuing this conversation during the next Kona Action <br />Committee Meeting. <br />Committee Member Kimura encouraged integrating the Ali'i Parkway with the Open Space Network <br />initiative. She shared her vision of a scenic corridor with greenery and bike/pedestrian trails all done in <br />a way that in turn honors the historic sites. <br />BUSINESS: <br />3. Communication No. 2018 - 24: Action Committee Recommend ation Letter: <br />Committee Member Kimura moved to approve sending the letter.
