the existing roadways, they were proposing commercial development, and that's shown in the <br />red blocks, as well as some commercial in the middle of the property. The pink segments are all <br />the roadways, the major roadways. This is the Ponahawai Street Extension, and then this large <br />green area is the Alenaio Stream. To the north and across from the existing medical park uses, <br />they were proposing additional medical uses which is shown in the darker blue. The Pu`u <br />Honu—the pu`u, which is called Pu`u Honu, is located here. That is supposed to be preserved <br />according to the requirements of SHPD in its natural state. And then further west, we have an <br />active recreational area which is shown in the dark green. To the south in the lighter blue is <br />Mixed Use Commercial, and then all of the yellow areas on the image are the proposed <br />residential areas. <br />So, you can see the largest change between this master plan and the current master plan being <br />proposed is that the crossing of the Alenaio Stream was proposed in 2011 but after some <br />evaluation, the developer has determined it's too costly to build a bridge over the stream, and so, <br />we have this new concept, which you can see there's no bridge proposed over the stream. <br />So, this is the Applicant's proposed master plan. Many of the uses are still located in the same <br />areas. You can see the commercial in this area here has been reduced and now it's become <br />residential, which is shown in the mustardy color. The commercial was removed that was shown <br />in the middle of the project previously and now that's all residential. And, then this is still <br />residential south—the area south of Alenaio Stream is still residential, but there is only one road <br />into it rather than having a bridge across the stream to access that area. And, this is just a close- <br />up view of the proposed layout for that area south of the stream. <br />These are some site photos that were recently taken of the property. So, this is on Komohana <br />Street standing near the medical center looking west across Komohana Street to the property. <br />So, these are the houses in those existing subdivisions to the north, and you can see Pu`u Honu <br />here with some trees still located on it. And, then this is looking further to the southwest. The <br />Ponahawai Street intersection is a little bit further off of this picture to the left, but it gives you <br />an idea that this portion of the property near Komohana Street has been graded and grubbed. <br />And, then a few more views. This photo was taken at the Ponahawai-Komohana Street <br />intersection, and so this view is looking in the area where the Ponahawai Street would be <br />extended through this area here. And, then the photo on the bottom is a view of the Mohouli <br />Street Extension looking towards the property, and this photo was taken near the Lakeview <br />Subdivision. <br />So, the Director has a mixed recommendation for the Applicant's request. He is requesting that <br />you forward a favorable recommendation for the Applicant's amendments to Conditions D, E, I, <br />L, N, KK, and 00, as well as for the Planning Director's amendments to Conditions J, K, O, S, <br />FF, GG, and HH, and an unfavorable recommendation for the Applicant's amendments to <br />Conditions P, Q, and R. So, we'll go through those. <br />Okay, so this, c'mon—this, this slide here basically shows the Applicant's requested <br />amendments and the items highlighted in yellow are the conditions that the Director is <br />supporting. So, you can see a lot of these items would provide some relief to the developer so <br />EXHIBIT B <br />5 <br />
