The Kailapa Community <br />Association (KCA) seeks an appropriation of $1,000,000 for the design and construction <br />o f a publicl y accessible and privately managed emergency shelter and community center <br />on DHHL land leased to KCA. This facility would provide the only public emergency <br />shelter along the South Kohala coast, and also serve as a community hub.
