Hawaii Game Management Advisory Commission Meeting <br />Minutes – February 12, 2019 <br />of understanding what you all’s commission’s about here – I would say that <br />you guys should be particularly paying close attention to the application of <br />HIPA law to fisheries or any game stuff for that stuff for that matter – any <br />permitted activity because that’s what they did – is they went throught he <br />permitting process and the structure of the permit process in the state – <br />anything is susceptible to this same attack and that’s troublesome when you <br />start talking about small groups – for example – right now there’s a currently a <br />bill at the legislative level where they’re saying the lay net guys – the guys <br />that use lay net – they’re gonna have to go through – if they want to have <br />their permit renewed or reissued to them from the state – they’re gonna have <br />to get a HIPA review done. Now, I mean, that may sound fine and dandy to a <br />lot of people but the reality is, is that’s basically a ban because the lay net <br />guys don’t have the resources to go and muster that sort of a review – I mean <br />these guys are – these things are hundreds of thousands of dollars. <br /> <br />TN: The committee – the WTL Committee tabled the lay net issue and is asking <br />Chairperson Susanne Case to define certain wording of her bill so the bill got <br />tabled and if it doesn’t go through this Friday it may not be passed. <br /> <br />EK: That’s how a lot of bills get deferred, triple deferred, double deferred – I mean <br />I get all that – I guess my point is though is that you already see it occurring. <br />You see – like you look at our status – and the automatic these guys are <br />switching over to doing it to another fishery. That’s my whole point – it’s not <br />necessarily about the, you know, where this bill currently sits for lay net guys <br />– that’s not the point at all – the point is that this line of attack will be used <br />over and over and over again and it will be applied to fish and it’s – the people <br />that are pushing these things – they’re not even from Hawaii – they don’t <br />even live here – they’re from the mainland and they’ve got millions and <br />millions of dollars and they come in and they start dictating rules and they <br />start using these loop holes and the reality is, is that fishermen, fisheries – <br />they don’t have the resources or the organization to fight these guys – these <br />guys have lawyers on tap – you know, big – these are big firms, you know, so <br />that’s why... <br /> <br />TN: Thank you, Eric.
