Hawai`i County Charter Commission -8 February 8, 2019 <br />STATEMENTS <br />FROM THE <br />PUBLIC ON <br />AGENDA ITEMS: <br />RICK <br />WARSHAUER: <br />The Chair directed the Commission to proceed to the next order of business, <br />Statements from the Public on Agenda Items. <br />CHR. ADAMS: Thank you and that means that we have Commissioners <br />Leithead-Todd and Saquing currently absent. I know that we anticipate that <br />Commissioner Todd will be with us and Commissioner Saquing is excused. <br />Alrighty, at this time we are prepared to take statements from the public on <br />agenda items. I have a list of seven folks, seven members of the public here in <br />Hilo and what do I have in Kona? <br />MR. RUEDY: Good Morning Chair, we currently have two testifiers, possibly a <br />third testifier coming up. <br />CHR. ADAMS: Okay, great. So what we will do is, we will start with two here <br />in Hilo and then we will go to the two that we have in Kona and then we will <br />work off from there. So if I could ask Mr. Warshauer and Ms. Harden to please <br />come up to the table and then I'll also ask our two testifiers in Kona if they would <br />be available after these two please. Just as a reminder, please provide your name <br />and then the agenda item or items that you are speaking on. If it is a single <br />agenda item there is a three minute limit. If it is more than one, then there is a <br />five minute limit for all testimony at that point. Without objection? <br />Okay. Mr, Warshauer, thank you. <br />Proposal No. CA -7, CA -8, CA -13, and CA -16 in opposition and Proposal No. <br />CA -9 and CA -18 in support. <br />MR. WARSHAUER: Hello my name is Rick Warshauer, good morning. I will be <br />supporting—I mean speaking on CA -9, CA -18, CA -8, CA -7, CA -13, and CA -16. <br />1 support CA -9, Draft 2. This will fund a dedicated senior staff person to help <br />implement the PONC program. Administration of the program deserves more <br />than part-time attention. Please move this measure forward. <br />I support CA -18. This will transfer the administration of the PONC maintenance <br />fund from the Department of Parks and Recreation, to the Department of Finance <br />where it will finally get the proper administration and priorities. Since its <br />inception, only nine percent of the funds monies have begrudgingly and belatedly <br />awarded to the intended maintenance fund applicants, while the remaining 91% of <br />awards have gone quickly to a few consultants and other expenditures like a slush <br />fund. Please move this measure forward so that PONC properties can be <br />maintained. <br />1 oppose CA -8 and urge you not to pass it forward. Four years is too long of a <br />wait to vote out a poorly performing County Counciler. We have all seen more <br />than a few where even the current two year terin was interminably long.
