Hawai`i County Charter Commission -8 February 8, 2019 <br />Commissioners, please do not be pawns in the money game. Thank you. <br />CHR. ADAMS: Thank you. Ms. Harden. <br />CORY HARDEN: Proposal No. CA -16 in opposition, Proposal No. CA -17 commenting and, <br />Proposal No. CA -18 in support. <br />MS. HARDEN: Cory Harden speaking for myself on three items. One is, I am <br />opposed, CA -16, this is Ms. Leithead-Tod's proposal to keep the two percent <br />preservation fund and maintenance fund as is but to remove detailed maintenance <br />provisions and hire staff. Instead of CA -16, I support keeping the two percent <br />fund as is just add CA -9 for a staff person and CA -18 regarding the maintenance <br />fund. <br />Commenting on CA -17, Ms. Leithead-Todd's proposal for a disaster fund, I am <br />happy to see this after Brenda Ford's testimony last time about using disaster <br />funds, not two percent funds for emergencies, but I will leave it to wiser heads to <br />figure out if this should be in the Charter. <br />And last, I support CA -18, that is amendments to the two percent maintenance <br />fund and I hope this will address the problem of people having trouble getting <br />stewardship grants. In general, I hope the Commission will support all measures <br />that strengthen the two percent fund. I found this book on forest therapy which <br />cites numerous studies about the benefits of the outdoors. For example, the health <br />benefits of parks by Trust for Public Land, healthy parks, healthy people, from <br />Deakin University in Australia. More green space is linked to less stress. That's <br />from landscape and urban planning. Relationship between trees and human <br />health, from American Journal of Preventative Medicine, Restorative Effects of <br />Viewing Real Forests, Landscapes, from Scandinavian Journal of Forest <br />Research. Forest Environments Enhance Human Immune Function, from Nippon <br />Medical School in Japan, Forest Bathing Enhances Expression of Anti -Cancer <br />Proteins. International Journal of Immunopathology and Pharmacology, Children <br />with attention deficits concentrate better after a walk in the park, that is from <br />Journal of Attention Disorders, and lastly, Potential Natural Treatment of <br />Attention Deficit Hyperactivity Disorder, American Journal of Public Health. So <br />there is wide science, world-wide about the benefits of outdoor places. Thank <br />you. <br />CHR. ADAMS: Thank you very much.
