WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />MARCH 7, 2019 <br />A regularly advertised continued hearing on the application by WAILANI DEVELOPMENT, <br />LLC (AMEND REZ 10-000117) was called to order at 11:20 a.m. in the County of Hawaii <br />Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with Chairman Joseph <br />Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donn Dela Cruz, Donald <br />Ikeda, Thomas Raffipiy (to 12:05 p.m.), John Replogle. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager) (9:02 a.m. <br />to 1:50 p.m. & 3:36 p.m. to 4:35 p.m.), Maija Jackson (Planner), Christian Kay (Planner), Alex <br />Roy (Planner) (9:02 a.m. to 12:05 p.m. & 3:27 p.m. to 4:35 p.m.), Jessica Andrews (Planner) (to <br />11:56 a.m.), and Sarah Hata-Finley (Commission Secretary). <br />And 24 members from the public in attendance. <br />APPLICANT: WAILANI DEVELOPMENT, LLC (AMEND REZ 10-000117) <br />Continued hearing on an application to amend Condition D (Increase Maximum Residential <br />Units from 518 to 700), Condition E (Reduce Maximum Commercial Area from 480,000 to <br />420,000 square feet), Condition I (Modify Master Plan Amendment Process), Condition N <br />(Delete Underground Utility Requirement), Conditions L and P (Modify <br />Construction/Completion Requirement of Ponahawai Street Extension), Condition O (Modify <br />Wastewater Requirement), Condition Q (Modify Access Requirements), Condition R (Modify <br />Curb, Gutter, Sidewalk Requirement), Condition KK (Waive Fair Share Requirement for <br />Affordable Housing Units), and Condition 00 (Administrative Time Extension) of Ordinance <br />No. 10 64 for the Wailani Project District, which was approved in 2010 to consist of a mixed-use <br />community to include a 180,000 sq. ft. medical office campus, 200,000 sq. ft. of commercial <br />space, a 100,000 sq. ft. business park, up to 333 senior housing units, up to 90 multiple -family <br />residential units, up to 95 single-family residential lots, approximately 6.9 acres of active <br />recreational open space, approximately 19 acres of passive open space including walking and <br />bicycling paths and the Pu`u Honu Cinder Cone, and supporting infrastructure on approximately <br />171.504 acres of land. The subject properties are located on the west (mauka) side of the <br />Komohana Street - Ponahawai Street intersection and northeast (makai) of the Mohouli Street <br />Extension, Ponahawai, South Hilo, Hawaii, TMK: (3) 2-3-044:019, (3) 2-3-049:053 and (3) 2-3- <br />037:001. <br />CLARKSON: At this time, please proceed with the briefing on this application from Wailani <br />Development, LLC. <br />EXHIBIT C <br />
