WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />ACTIONS <br />APRIL 4, 2019 <br />APPLICANT: HILO FARMERS MARKET LLC (REVOKE SMA 2007-000026) <br />Request to revoke Special Management Area Use Permit No. 07-000026, which was <br />granted by the Planning Commission on March 6, 2008 to allow the construction of a <br />3 -story commercial building at the current Hilo Farmers Market site at the corner of <br />Kamehameha Avenue and Mamo Street, Downtown Hilo, South Hilo, Hawaii, <br />TMK: (3) 2-3-008:020. <br />The Commission voted to revoke SMA No. 07-000026. <br />2. APPLICANT: EDMUND C. OLSON TRUST (SLU 17-000049/REZ 17-000223) <br />Applications for a State Land Use Boundary Amendment from Agricultural to Urban for <br />14.95 acres of land and a Change of Zone from an Agricultural -20 acres (A -20a) and <br />Open (0) to a Single -Family Residential -10,000 square feet (RS -10) zoning district for <br />approximately 14.95 acres of land and a Change of Zone from an Agricultural -20 acres <br />(A -20a) to a Family Agricultural -1 acre (FA -la) zoning district for approximately 24.73 <br />acres of land. The subject properties are located mauka (west) of Wainaku Street and <br />north of Amau`ulu Road in the vicinity of Clem Akina Park, Puueo, South Hilo, Hawaii, <br />TMK: (3) 2-6-008:026 & 027. <br />This matter was postponed to the May 2, 2019, Commission meeting at the request of <br />the Planning Department. <br />3. APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS <br />(USE 19-000079) <br />Application for a Use Permit to allow the construction of a non -manned <br />telecommunication facility consisting of a 155 -foot tall monopine pole and auxiliary <br />equipment within a 900 -square foot portion of a 3 -acre parcel of land situated in the <br />County's Agricultural 3 -acre (A -3a) zoning district. The property is located on the north <br />(mauka) side of Pahoa-Kalapana Road (Highway 130) about 1.2 miles south of Black <br />Sand Beach subdivision, Kikala-Keokea Homesteads, Puna, Hawaii, TMK: (3) 1-2- <br />007:081 por. <br />This matter was continued to the Commission's May 2, 2019 meeting to allow the <br />Applicant to reassess [whether the location of the proposed tower can be changed to <br />another location on the property) and re -approach the Commission. <br />4. APPLICANT: WILLIAM S. QUINN - PAHOA FARM & GARDEN, LLC <br />(SPP 18-000199) <br />Consideration and Adoption of Proposed Findings of Fact, Conclusions of Law and <br />Decision and Order for denial of a Special Permit to allow the development of a 3,600 <br />square -foot farm and garden retail store and related improvements on 32,670 square feet <br />
