the application for reasons as listed; however, the

their rezoning and state land use boundary amendment
request to downzone, either by petition or by county
ordinance, their other commercially-zoned property in
Holualoa to agricultural use. States this manner would
effectively "swap" or exchange the zoning for their
requested one acre of village commercial zoning for
their restaurant site.
