Dear Chair Lee Loy and the Committee on Public Works and glass Transit,
Kings'Shops IIKS Owner, LLC; is in support of Bill 129 as a next step in working toward accountability,
predictability,and efficiency in the Hawaii County permitting system.
As a member of the Kona Kohala Chamber of Commerce and the permitting task force, Kings' Shops is
pleased to help serine as a conduit to Hawaii County for community input on permitting reform.
Personally, I have acted as a beta tester for time newly proposed Ener Gov system and provided
substantial feedback on its capabilities While implementation of a new, electronic system to create a
more transparent, less linear approach to permit review is a step toward improvement, it is not a
singular answer to a more comprehensive need for improvement.There are outlying challenges that
need to be considered in conjunction with a new software system.
It has been the center's experience that delays and frustrations in permitting have not only cost tenants
and landlords substantial time and money but have also been a significant deterrent in bringing new
business to Kings'Shops, In the bigger picture,this poses a challenge in allowing strong economic
development in our island community at large.A few touch points:
The current process is a challenge to navigate.A clear and concise roadmap or checklist of the process is
vital to allowing new submissions to flow thru with ease.
Inconsistencies from reviewers and inspectors have created sizable delays in projects. Protocols should
be established and adhered to in order to prevent different interpretations of the same code.
A separate track for residential and commercial reviews need to be established.Additionally,within the
commercial review,new build and tenant improvement projects should be handled separately
The above comments were among others included in a notice sent by the Kona Kohala Chamber of
Commerce on June 5, 2020 as requested by the Public Works Building Division regarding proposed
amendments to the County Building Administrative Code- It is crucial that we move towards
improvement of the current approach,
I support Bill 179 as the next step in working toward accountability, predictability, and efficiency in the
Hawaii County Permitting System.
