Testimony relating to Bill 179 -An Ordinance Establishing a Construction Code
Section 5-4-1(b)
Aloha Council members,my name is Michael Weis and 1,

• Am a member of both the Kona Kohala Chamber of Commerce(KKCC) and Chamber of
Commerce Hawai'I(COCH),
• Am a member of the KKCC Permitting Task Force(PTF),
• Have decades of experience in executive leadership,large business management, managing
technology development projects and C-level leadership in the private sector.
I testify today is as a private individual. I also fully endorse the goal of the KKCC PTF to.
Support improvements and efficiency in the permitting process,especially as it pertains to the County
of Nawar!procedures.
The county has been in the implementation phases for EnerGov,an electronic permit management
system. My understanding is that EnerGov is intended to:
• Streamline application submission
• Establish a consistent review process
• Enable electronic review
• Provide a public facing dashboard to allow an applicant to view review progress
• Accumulate and report performance metrics
• Manage permit approval and fee collection
• Improve inspection efficiency
• Enable comprehensive archiving of permitting documentation
One of the key measures for achieving process and procedure efficiency is electronic review. Rather
than physically passing a set of paper plans from reviewer to reviewer,multiple reviewers should be
able to work on a given application in parallel (simultaneously). Each reviewer independently records
comments as part of the file history. The collected commentary could then be redirected to the
applicant when all review steps are completed.
Electronic review is only possible if the application is made through EnerGov and the supporting
documentation is submitted electronically. Any applicant who,for whatever reason,is unable to apply
for a permit electronically,can physically visit the Planning or Public Works counters for assistance.
