DWS CIP 2020 Update
The following capital improvement projects were under construction, in various stages
of contract award, or in the planning and design phase, during the fiscal year:
North Kona
Waiaha Water System Improvements —Transmission: The construction of this project
is near completion and will improve the transmission capacity in the Waiaha area,
allowing DWS to increase the use of the Waiaha Well and have additional transmission
capacity for future wells including one which is currently in the planning and design
stage. This is one step in improving the level of service in the North Kona water
system. [project increases capacity & improves efficiency/reliability] Cost: $3,500,000.
Waiaha Well 2 Development— Phase 1: This project, currently in the design stage is
expected to add another high-level, low chloride source to the Waiaha area. This
project will increase source reliability in the North Kona water system. [project improves
efficiency/reliability] Estimated construction cost: $1,300,000.
North Kona Mid-Level Deepwell Development— Phase 1: This project is the exploratory
phase for a potential mid-level (approximately 700' to 800' elevation) well. If successful,
the well is anticipated to provide numerous benefits including lower pumping costs,
smaller and more reliable equipment to pump the same amount of water as the high
level wells, and easier maintenance and repairs to the pump and motor. This project is
currently in the environmental and planning phase. [project enhances knowledge of the
groundwater resource] Estimated construction cost: $1,500,000.
Source Water Assessment— North Kona: The Department continued monitoring of the
high-level sources tracking water levels and reviewing data for any noticeable
connection between the high-level aquifer and the basal aquifer. The construction of a
monitoring well is on-going and is anticipated to be complete in the Fall of 2020.
[project enhances knowledge of the groundwater resource] Cost: $345,000.
Kahaluu Shaft Inclined Lift Replacement: Construction of this project is near completion
and will repair the approximately 1,200 feet long rail transport system that will allow
safer access for maintenance and repairs to the existing pumps and motors at the
bottom of the shaft. [project improves efficiency/reliability] Cost: $1,600,000.
North Kohala
Hala`ula Well Development— Phase 2: The construction of this project is on-going and
includes the outfitting of a production well, construction of a new reservoir, control
building, and existing waterline replacement. Construction is anticipated to be complete
in the Spring of 2021. [project increases capacity & improves efficiency/reliability] Cost:
$13,000,000.
South Kohala
Waikoloa Reservoir No. 1 Repairs: The construction contract will be terminated and re-
bid due to the unforeseen conditions of the existing reservoir that have changed

significantly since the original investigation and survey of the reservoir after it was
removed from service. The designed improvements are no longer applicable to the
reservoir and is being redesigned to address the current conditions and to meet the
State's current Dam Safety standards. It is anticipated to be ready for bid by the end of
2020. [project improves efficiency/reliability] Construction is anticipated to be completed
in early 2022. Cost: $7,200,000.
Puako Waterline Replacement: This project includes the replacement of 13,000 lineal
feet of waterline that is subject to a corrosive environment near sea level. The project is

in the design phase and is anticipated to be advertised for bids in 2020. [project
improves efficiencylreliability] Estimated construction cost: $3,000,000.
Lalamilo 10 MG Reservoir: This project proposes to add a 10 million gallon (MG)
storage reservoir to a system that pumps approximately 5.5 million gallons per day. It
will increase storage from 2.3 MG to 12.3 MG allowing the Department to take better
advantage of alternate energy when available. [project improves efficiency/reliability]
The project is currently in the planning stage, and the estimated construction cost is
$15,000,000.
South Hilo
Papa`ikou Transite and G.I. Pipeline Replacement - Phases 1 and 2: Bids for this
project were opened and the project awarded in April 2020. The contract is currently
being executed and construction is expected to begin by the Fall of 2020. This project
will replace approximately 15,000 linear feet of undersized, asbestos cement (transite)
and galvanized waterlines, and services approximately 240 customers. [project
improves efficiency/reliability] Construction cost: $7,500,000.
Kalanianaole Avenue Reconstruction: This project including approximately one mile of
12-inch waterline is a partnership with the State DOT Harbors Division as well as with
the State DOT Highways Division and the County of Hawaii, Department of Public
Works. The water system improvements will improve transmission and fire protection
capacity along Kalanianaole Avenue, from Kanoelehua Avenue to the Kuhio Wharf.
[project increases capacity & improves efficiency/reliability] DWS/Harbors Cost:
$3,375,000
Kaieie Mauka Facility Improvements: This project was completed in May 2020 and
consists of approximately 3,000 linear feet of waterline and includes the relocation of an
existing booster pump station. [project improves efficiencylreliability] Cost: $2,200,000.

Hawaiian Ocean View Well No. 2 — Planning and Design: Planning for this project is
on-going. Field work for a groundwater study in State land was conducted and based
on the data collected, 2 options have been submitted and currently being reviewed.
[project enhances knowledge of the groundwater resource] Estimated cost: $725,000.
