Re: Resolution Creating Positions -= --
The County of Hawaii, Department of Parks & Recreation is requesting to add one (1)
full-time Cultural Technician position and one (1) half-time Cultural Technician position
to monitor the Waipi`o Valley Lookout.
Enclosed is a resolution creating two (2) new positions for the Hawaii County
Department of Parks & Recreation. These positions are needed to monitor vehicles
accessing the road and to provide natural, cultural, and historical interpretive information
of Waipi`o Valley to enrich those visiting the area.

A. REQUEST:
Creation of two (2) permanent Cultural Technician positions, 1 Full-time and 1 Part-time (20 hours a week)
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Since October 2013, the Department of Parks and Recreation hired two contract employees (one full-time
and 1 part-time (16 hours a week) to monitor vehicles accessing the road to the valley and provide
information at the Waipio Lookout. The Department has exhausted contract exemptions and has been
advised to transfer these duties to a civil service position.
Current contracts end June 30, 2020. The Department would like to hire effective July 1, 2020.
The duties and responsibilities of the contract positions have been updated and are in line with the Cultural
Technician class of work. The positions will continue to provide interpretive information of Waipio Valley's
natural, cultural, historical, and other features to enrich those visiting or traveling to the valley and will be
providing cultural information and activities
The Department has allocatted $60,000 for the contracts. As we will not be using contracts, the funds will be
moved to S&W under out Culture and Education Division to fund the two positions at the Waipio lookout.
