REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: July 21, 2020 Re: Comm. No. 990/Bill No. 180 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 10:11 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Bill No. 180, reports as follows: <br />Bill No. 180, introduced by Committee Chair Ashley L. Kierkiewicz at the request of the <br />Administration via Communication No. 990 dated June 19, 2020 from Mayor Harry Kim, <br />amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the <br />Hawaii County Code 1983 (2016 Edition, as amended), by changing the district classification <br />from Single Family Residential — 10,000 square feet (RS -10) to General Commercial — 20,000 <br />square feet (CG -20) at Waiakea Houselots 2nd, Waiakea, South Hilo, Hawaii, covered by Tax <br />Map Key: 2-2-021:008. The applicant is Ted Tran of the Tran-Tonnu Family Trust, and the <br />subject parcel is 20,812 square feet. The applicant seeks the rezoning to develop a new, single - <br />story, 9,500 square -foot warehouse building, including three 720 square -foot food stalls on the <br />Lanihuli Street side. The applicant is also proposing a 17 -stall parking lot, including one <br />disability -accessible stall, and a 10 -foot by 40 -foot loading zone. <br />The Windward Planning Commission, at its duly noticed meeting on June 4, 2020, concurred <br />with the Planning Director's recommendation of approval. <br />Director Michael Yee noted the requested zone change is similar to that which already exists in <br />the area. <br />Consultant Jelena Clay spoke on behalf of the applicant, who also attended. Ms. Clay noted that <br />surrounding parcels were in the process of changing over to CG -20. The intent is to provide a <br />warehouse to service the University of Hawaii system campuses. <br />Committee Vice Chair Susan L. K. Lee Loy asked whether the applicant has read the conditions <br />of approval contained in the bill and has agreed to comply with them. Ms. Clay replied in the <br />affirmative. <br />Chair Kierkiewicz asked the applicant whether the plans to move forward were in any way <br />impeded by the pandemic situation. Ms. Clay said Mr. Tran is waiting for approval to start with <br />the plans and is otherwise good to go. The property is well-maintained, she added.
