RESOLUTION AUTHORIZING MEMBERS OF THE HAWAII COUNTY
COUNCIL TO DESIGNATE A PORTION OF FEDERAL CORONAVIRUS AID,
RELIEF,AND ECONOMIC SECURITY (CARES) ACT FUNDING TOWARDS
PROGRAMS/PROJECTS IN RELATION TO THE COVID-19 PANDEMIC ON THE
ISLAND OF HAWAII.
WHEREAS,the State Legislature passed SB75 as Act 8 of 2020 appropriating
$80,009,671 in federal funds from the Coronavirus Aid, Relief, and Economic Security
(CARES)Act, Public Law 116-136, to the County of Hawai`i; and
WHEREAS, of that appropriation, each County of Hawai`i Council Member shall be
allotted $100,000 of CARES Act funds to be designated, with the Department of Finance, for
programs/projects in relation to the public health emergency with respect to the coronavirus
(COVID-19)pandemic; and
WHEREAS,the designation of these funds shall be made in accordance with the
Coronavirus Aid, Relief, and Economic Security (CARES) Act, Public Law 116-136, and
meet the following criteria:
• are necessary expenditures incurred due to the public health emergency with respect
to the Coronavirus Disease 2019 (COVID-19)
• were not accounted for in the budget most recently approved as of March 27, 2020
(the date of enactment of the CARES Act) for the State or government; and
• were incurred during the period that begins on March 1, 2020, and ends on
December 30, 2020; and
WHEREAS,these funds shall be designated by the Hawai`i County Council by
September 30, 2020 and expended before December 30, 2020; and
WHEREAS, additional guidance on eligible uses of fund disbursements by
governments can be obtained at https://home.treasury.gov/policy-issues/cares/state-and-local-
governments; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
each County of Hawai`i Council Member be authorized to designate their allocations of
$100,000 in CARES Act funds to programs/projects in relation to the public health
emergency with respect to the coronavirus (COVID-19)pandemic to the Department of
Finance by September 30, 2020.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of the Mayor and the Department of Finance.
