Subject: Hilo Wastewater Treatment Facility
Corrective Action Plan
Your corrective action plan dated July 14, 199>, addressing the
deficiency items noted in operation and maintenance (OSM)
inspection report is acceptable. However, we cTuestion some of
"the longer target completion dates. We will re7view the target
completion dates with your staff during our aru7ual NPDES
Compliance and O&M inspection scheduled for Auc,rust 1999.
Regarding responses for item Nos. 3e and 3q, tY~e equipment must
be properly maintained to ensure its continued operability as
designed.

Subject: Hilo Wastewater Treatment Facility
corrective Action Plan
We wish to clarify our July 23, 1999 letter concerning Item Nos.
3e and 3q of your corrective action plan. Per discussion with
your staff, we understand that the facility does snot currently
experience odor problems. Repairing the odor control equipment
,V, requires considerable redesign and construction expense.
Continued operation of the equipment is not expected to result in
a significant reduction oP odors.
Thus, we agree that further expenditure of funds to repair the
odor control equipment is not warranted at this time- However,
should odor problems be encountered in the Future, the necessary
repairs should be accomplished, In the interim, the existing
odor control equipment should be kept in a condition to be
operable in the future.
