REQUEST: 7/28/2020 961-8513 A resolution authorizing the submittal of a third financial assistance application to the Bureau of Reclamation for the Planning, Design, and Construction of the expansion of the Kealakehe Recycled Water Treatment and Distribution System; authorizing the Department of Environmental Management Director to execute all necessary application documents; and authorizing the Mayor to enter into an agreement to accept grant funds. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Department is pursuing federal grant funds from the Bureau of Reclamation for the planning, design, and construction of the expansion of the Kealakehe Recycled Water Treatment and Distribution System, also known as the Kealakehe Wastewater Treatment Plant R-1 Upgrade (R-1 Upgrade) project. The initial application in fiscal year 2019 requested funding toward the planning and preliminary design phases of work for the R-1 Upgrade project. The second application for fiscal year 2020 funds requested additional funding toward the planning, preliminary design and design phases of work. This resolution is for a third application for fiscal year 2021 which will request additional funding for the continued design phase of work for the R-1 Upgrade project. Subsequent application(s) will be submitted to request additional funding for design and construction. The grant program may award a grant up to 25% of the total costs and requires a recipient cost share of 75% or more. The application deadline for the grant is September 10, 2020. An official resolution is required to be submitted as part of the application process and must be received no later than 30 days from application deadline. �-,)5SIGNED: DATE: Department Head
