The County of Hawaii has been awarded $50,000 in federally derived funds from the
Department of the Attorney General, Crime Prevention and Justice Assistance Division. These
funds will be used to upgrade infrastructure at various Police stations and to purchase equipment
to prevent, prepare for and respond to COVID-19.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill
for an ordinance amending the Operating Budget by appropriating this $50,000 grant. The
Hawaii Police Department is requesting that this resolution and bill be waived from Finance
Committee and be placed on the August 19, 2020 Council agenda to expedite the receipt of these

This is a request to enter into an agreement with the Department of the Attorney General, Crime Prevention
and Justice Assistance Division for the purpose of upgrading existing infrastructure at various stations and
purchasing equipment to prevent, prepare for and respond to Covid-19.
Please create an account to appropriate $50,000.00 for the period covering January 20, 2020 to December
30, 2020.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Regulating the spread of COVID-19 is contingent on everyone's concious effort to minimize their exposure
and any spread. As more restrictions to daily life activities are lifted, law enforcement will remain in a higher -
risk category of infection due to constant contact with the community. Providing additional work spaces to
facilitate social distancing, or providing alternate work sites in the event of a work-related outbreak, can
alleviate the spread of COVID-19.

ATTORNEY GENERAL, CRIME PREVENTION AND JUSTICE ASSISTANCE
DIVISION PURSUANT TO HRS 46-7, FOR A GRANT TO THE HAWAII COUNTY
POLICE DEPARTMENT
Bill No. 184 : AN ORDINANCE TO AMEND ORDINANCE NO.
20-451 AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAPI FOR THE FISCAL YEAR ENDING JUNE 30, 2021.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
