...........• <br /> .r •• ce <br /> • <br /> COUNTY OF HAWAII �� � =�•�!r:•: STATE OF HAWAII <br /> . :__ .,,,�,� <br /> • !,TF•OF•H��r <br /> RESOLUTION NO. 709 20 <br /> A RESOLUTION URGING THE ADMINISTRATION TO IMMEDIATELY <br /> INSTITUTE A TEMPORARY FREEZE ON ALL NEW HIRES, INCLUDING <br /> RECRUITMENTS OF CURRENTLY VACANT POSITIONS, WITH THE <br /> EXCEPTION OF OFFICER POSITIONS IN THE PUBLIC SAFETY SECTOR AND <br /> THOSE POSITIONS DIRECTLY INVOLVED IN THE OPERATIONS OF CRITICAL <br /> INFRASTRUCTURE WORK WITH THE DEPARTMENT OF WATER SUPPLY <br /> AND THE WASTEWATER AND SOLID WASTE DIVISIONS OF THE <br /> DEPARTMENT OF ENVIRONMENTAL MANAGEMENT. <br /> WHEREAS,the COVID-19 pandemic and its protracted effects on our economy has <br /> created much uncertainty regarding the County's current and future fiscal situation; and <br /> WHEREAS, an approach of fiscal austerity must be adopted until the County is able <br /> to better assess its revenue stream or such time as the economy normalizes; and <br /> WHEREAS, a hiring freeze is one measure within the County's control which can <br /> positively address such fiscal issues and concerns, and the Council is supportive of the <br /> Administration immediately instituting a temporary freeze on all new hires, including <br /> recruitments of currently vacant positions; and <br /> WHEREAS, at the same time, the Council recognizes the importance of balancing the <br /> interests of fiscal restraint with that of the public's health, welfare and safety, and therefore <br /> recommends that officer positions in the public safety sector and those positions directly <br /> involved in the operations of critical infrastructure work with the Department of Water Supply <br /> and the Wastewater and Solid Waste Divisions of the Department of Environmental <br /> Management be exempt from any hiring freeze; and <br /> WHEREAS, the Council further recognizes the prudence in keeping such hiring <br /> freeze in effect at least until such time as the new Administration is allowed an opportunity to <br /> assess its employment needs and those of the County; now, therefore, <br />
