Re: Resolution No. 709-20
Aloha Councilmembers,
Resolution 709-20 urges a hiring freeze. For your information, our administration has policies
and procedures in place to. control hiring. Each department must submit justification for the
hiring of each position. These are reviewed by the Managing Director. Only funded positions
may be filled, unless there is another funding source available, such as CARES Act funding. As
you will recall many positions were unfunded and others had their funding reduced as part of the
budget process, so each department is paying close attention to ensure that only critical positions
are filled.
We continue to closely monitor our finances and the budget, especially in these difficult
economic times. The Expenditure Review Committee continues. to meet to review all equipment
and other purchases. The real property tax collection deadline is later this week. If collections
are significantly lower than expected, then more stringent spending and hiring practices will be
implemented.
Our efforts are -currently focused on spending down the CARES Act funding and helping the
community. If you have any questions please feel free to reach out to our Director of Human
Resources or the Director of Finance.
