B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDh
Resolution 20-448 authorizes the County to enter into an agreement with: 1) the State of Hawaii Department
of Transportion (HDOT) Harbor Division; and 2) the United State Army Corps of Engineers to assist with a
Hilo Bay Watershed Study. The waters of Hilo Bay are considered quality impaired under state and federal
water quality standards and improving the quality of the waters will provide economic, ecological, and
recreational benefits to the County and its residents. The County is prepared to enter into an agreement with
US Army Corps of Engineers as part of the Planning Assistance of States (PAS) Program for this study.
The initial project cost is $100,000, which requries a 50% match. With the grant from HDOT in the amount of
$25,000 and $25,000 from the County, which has already been budgeted, the County will proceed with the
study.
