Sako Director Steven A. Hunt Deputy Director The County of Hawaii has been awarded $25,000 in state funds from the State of Hawaii Department of Transportation. These funds will be used to advance the Hilo Bay Watershed Study related to the breakwater and water quality improvements. k O. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $25,000 grant. The Planning Department is requesting that this bill be waived from Finance Committee and be placed on the September 2, 2020 Council agenda to expedite the receipt of these funds. REQUEST: The County will be entering into a Memorandum of Agreement with the State Department of Transportation for the purpose of receiving grant funds to advance the Hilo Bay Watershed Study related to the breakwater and water quality improvements. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDh Resolution 20-448 authorizes the County to enter into an agreement with: 1) the State of Hawaii Department of Transportion (HDOT) Harbor Division; and 2) the United State Army Corps of Engineers to assist with a Hilo Bay Watershed Study. The waters of Hilo Bay are considered quality impaired under state and federal water quality standards and improving the quality of the waters will provide economic, ecological, and recreational benefits to the County and its residents. The County is prepared to enter into an agreement with US Army Corps of Engineers as part of the Planning Assistance of States (PAS) Program for this study. The initial project cost is $100,000, which requries a 50% match. With the grant from HDOT in the amount of $25,000 and $25,000 from the County, which has already been budgeted, the County will proceed with the study. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above -referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
