With the introduction of Appendix L Factory-Built Housing" (FBH), existing safety protocols and permits that are
implemented for fairness and consistency on job sites will be overlooked, while these same protocols will remain
mandatory for locally-based construction companies.
This elevates mass production and hinders local companies from having access to more jobs and opportunities.
Therefore, FBH should be required to follow the same inspection codes that are required of local contractors.
Appendix L will put a wrench in the momentum of residential construction sites, and would drastically hurt the jobs
of middle-class big island workers.
On a personal level, with the life-altering event that is Covid-19,the last thing we should want for the construction
industry is to take work opportunities away from middle-class families. As a prominent work figure in my family's
lives, their dependability on me requires that my job has consistency. The passing of Appendix L damages this.
I ask the council to remove Appendix L relating to FBH and all references to FBH in the proposed bill. I appreciate the
opportunity to submit a written testimony.
