Support for Adoption of Appendix L of Bill 179
The Hawaii Island Community Development Corporation supports the adoption of
Appendix L of Bill 179 as it may provide another way to deliver affordable housing for
the residents of the Big Island.
Given the cost of high housing it is important that the supply of housing be increased and
costs restrained: To accomplish this many modifications to the way things have been
done need to be addressed. This includes a wide range of regulatory matters and the need
for more community investment in infrastructure.
The recent effort by HPM in creating manufactured homes offers the potential to be a
significant advancement in cost reduction. Prefabricating major components of a home
then assembling them partially in the factory and partially on-site could result greater
efficiency and lower costs.
The county needs to be open to such opportunities and should not shut them out by
regulation.-
