My name is Max Newberg, I am the Kona field representative for the Hawaii Regional Council of
Carpenters. I am proud to help represent 500 working families across Hawaii Island.
The largest investment any family will make is purchasing a home.That investment,above all other
investments, has allowed families to create stability,security,and peace of mind.The decision to
purchase a home can be daunting, especially in our county.
The investment a family makes to purchase a home requires the county to build trust within the building
code, Bill 179.
Having exemptions for one type of home building written in to the building code Bill 179 does NOT build
trust.
Having the largest overhaul of the building code in decades and then only 7 days of public comment
with barely over 100 comments does NOT build trust.
Build trust by treating all forms of home building equally and fairly in the building code.
Build trust by requiring all forms of home building be inspected by the county, every single unit and
building.
Build trust by requiring a permit to build all forms of home building,every single unit and building.
Build trust by focusing on Bill 179 to streamline the permitting process that builders and developers are
struggling with, not creating exemptions for FBH
Build trust by focusing on county infrastructure where homes can actually be built.
Please, I ask you all to do the right thing; build trust amongst all builders and developers of housing in
Hawaii County by eliminating the exemptions for permitting, inspections, and construction supervision
from Appendix L, Factory-Built Housing(FBH).
