Factory Built Housing(FBH)
My name is Lawrence Reynolds and I appreciate this opportunity to submit written testimony on Bill
179. I am a homeowner and registered voter in district 5. My family and I are strongly opposed to the
inclusion of Appendix L regarding Factory Built Housing (FBH) in bill 179. Whether manufactured
here in the county or elsewhere FBH should be held to the same exacting codes, regulations, materials,
and on site inspections as are required for any work done by any general contractor or subcontractor
performing residential work within the county. Oversight is lacking. By its very nature FBH is not held
to the same aesthetic or environmental standards as site built construction. Permitting the installation
of FBH will lower the bar for all future residential construction and reduce the opportunities for our
local suppliers and workers. Given the current COVID-19 crisis, now is not the time to consider the
cookie cutter, blow and go aspect of factory built housing to be of benefit to our community or our
economy. Cost is not the only consideration. Do the right thing and remove appendix L and factory
built housing language from Bill 179.
