RESEARCH AND TESTING TO BE SAFE TO HUMAN HEALTH AND THE ENVIRONMENT
My name is Doug Kinnear and I live in close proximity (300') of the Verizon Wireless cell tower in
Honaunau, Hawaii (mailing address: Glenn M Saski 83-5448 Mamalahoa Hwy, Captain Cook, HI
96704). 1 am already uncomfortable living this close to a 4G tower and I am totally against the deployment
of 5G on the island of Hawaii.
My concern stems from the fact that the only regulation on radio frequency exposure from wireless
devices was developed over 27 years ago by a non-governmental agency of engineers, not biologists or
medical personnel, measuring short-term exposure and only looking at biological damage from the heating
of exposed tissue. That regulation says anything less than a Specific Absorption Rate (SAR), of 1.6 watts
per kilogram, (W/kg) is safe. This regulation, indwelling in the 1996 Telecommunications Act, is one that
no local government can question or use to object to the installation of a cell tower based on human safety
concerns (Section 704). 1 naturally wonder how a regulation, developed nearly three decades ago, can
possibly apply to technology that was not yet invented. The FCC says, "There is no federally developed
national standard for safe levels of exposure to radiofrequency energy..." I wonder why that is and why
does the FCC have anything to do with setting human health standards from radiation instead of the CDC,
NIH or other Governmental agency with medically trained people on staff?
Upon careful review of this topic, I have learned that 5G is a completely different technology than 4G. 5G
will utilize the millimeter wave spectrum (mmWave) with frequencies between 24GHz and 3000HZ with the
portion between 26GHZ and 100GHz being the most ideal. These wavelengths were previously not used
for wireless services because the signals don't go that far, but fully implemented, 5G will have over 200 small
cell antennas (lower to the ground and closer to homes/buildings) per square mile across America to repeat
the signals and more than 20,000 satellites overhead beaming 5G toward earth, all day, every day.
In addition, I understand that new technologies are a part of 5G including Small Cell Networks, Massive
Input — Massive Output (MILO), Beam Forming and Full Duplex, and most importantly, I understand that
there will be extraordinarily high pulsation levels of 5G radiation. In other words, there is a big difference
between analog radio frequencies that go smoothly up and down as a waveform, and digital -based
frequencies that move instantly up and down, in violent, uneven bursts and pulses.

I realize that the proposed benefits of 5G technology include 100x faster internet speeds and greatly
reduced latency times facilitating self-driving cars, automatic farming equipment, self-flying drones and
greatly improved gaming and virtual reality experiences. 5G will also facilitate the "Internet of Things" where
"If something can be connected it will be connected in the 5G world" according to former FCC Chairman,
Tom Wheeler. This. includes, pill bottles, watering cans, toasters, TVs, Alexa devices, power tools, garage
doors, S.M.A.R.T:.houses and,.euerything you can imagine all connected to a "S.M.A.R.T grid" and constantly
emitting radiation while,,talkingy.to one another and while reporting their usage data to a central location. But,
is this something.. Hawaii.. .(or_ anyone) really needs; appliances and pill bottles tracking our every
move? It would seem.s.o muchicheappr and more practical to focus on bringing cable based internet to every
possible home- in Hawaii connected to the existing fiber optic hub which is fast, much more secure -and far
safer for humans.
With all of these factors, it is obvious that moving from 4G to 5G means Hawaii citizens will go from cell
towers miles apart from each other carrying cell phone calls to enduring untested millimeter wave influx from
close distances, from all directions, every moment of every day, inside and outside our homes. The FCC
has already indicated they will not be doing any tests to verify the safety of 5G for human beings prior to
rolling it out nationwide. This fact leads me to consider Martin L. Pai, PhD, Professor Emeritus of Bio-
chemistry and Medical Services at Washington State University when he said in a 2017 interview, "Putting
tens of millions of 5G antennae without a single biological test of safety has to be about the stupidest idea
anyone has had in the history of the world."
While his comment may seem extreme, I am old enough to remember when doctors advertised
cigarettes and cigarette smoking was allowed virtually everywhere, including on airlines because industry
had such huge marketing pull, suppressed unfavorable research findings and portrayed cigarette smoking
as fashionable and safe. Today over 475,000 people die in the U.S. each year, from cigarette -related
illnesses that did not show up for years or decades after they started smoking.
Verizon already has concerns about being sued for the harmful effects of wireless radiation on human
beings as stated on the Verizon Communications, Inc. Form 10-K in the annual report for fiscal year ending
December 31, 2014 which said, "...our wireless business also faces personal injury and consumer class
action lawsuits relating to alleged health effects of wireless phones or radio frequency transmitters, and class
action lawsuits that challenge marketing practices and disclosures relating to alleged adverse health effects
of handheld wireless phones. We may incur significant expenses in defending these lawsuits. In addition,
we may be required to pay significant awards or settlements."
It is clear to me that with all the new technology and massive infrastructure investment involved with
rolling out 5G we must insist on having peer-reviewed, independent studies demonstrating the long-term
safety of 5G technologies on human beings, animals, insects and microbiology. All of us in Hawaiian
agriculture care deeply about maintaining the health of our environment and have everything to loose if an
untested 5G system is allowed to be built here.
