We live in the Palisades near Holoholo and I read in the paper that they
are planing to put a cell tower up near us.

I'm extremely concerned that neighbors will be bothered by towers because
it will block precious views, they hum, and are not proven to be save yet for humans, animals and plants.
I vote for save teclulology.
I vote for state owned Fiber Optics ( so revenues stay in Hawaii )
So I hope that you are on the side of precaution and halt the implementation of 4G/5G towers in Hawaii for the near fiiture.
Who will pay for damages caused by 5G???
