RESOLUTION NO. 726 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
COUNTY ECONOMIC OPPORTUNITY COUNCIL TO PURCHASE CITRIC ACID TO
HELP CONTROL COQUI FROGS IN COUNCIL DISTRICT 2.
WHEREAS, on Hawai`i Island, the Eleutherodactylus coqui, or coqui frog, continues to
cause many areas in Hilo to be inundated with the incessant night-time chirping; and
WHEREAS, the coqui frog population is persistently high, especially at the lower
elevation, and remains a constant threat to Hawai`i's island ecosystem because of its voracious
appetite that puts our unique insects and spiders at risk; and
WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a
501(c)(3) nonprofit organization that has assisted the County in its effort to control the coqui
frog infestation; and
WHEREAS, HCEOC is requesting funds to purchase citric acid to help control the coqui
frog infestion in Council District 2; and
WHEREAS, one of the objectives of the Department of Research and Development is to
support research or extension projects on invasive species, such as the coqui frog; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Research and Development to provide a grant to the Hawai`i County Economic Opportunity
Council to purchase citric acid to help control the coqui frog infestation in Council District 2.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
