My name is KEAWE KKK ALAPAI and I am of lineal and cultural descent of Holualoa 3&4 of j
North Kona TMK 7-07-04 . 1. My 4th great grandfather is a brother to Kamehameha III who
issued land grants, royal patents and the mahele to the families of hawaii. 2. My lineal
descendancy chart shows majority connections to those chiefs from pg. 380 of pgs. 429 of the
Lako EIS 2004 listing me the only Lineal Descendant of this property as of August 31, 2020 that
has already been established lineal descendancy and approved by the land commissionars of i
Hawaii County in April 2019. I am against and oppose Bill 186 Lako Street Extension and it
should not be built or have any permits to build any type of structure without consulting with its
lineal descendants and updated cultural descendants as of August 31, 2020. 3. It has been 16
years passed way overdue for an updated EIS and cultural descendant and at the time of the
project hasn't had any lineal descendants that came forth besides me. �

Article 12 section 7 of the Hawaiian Constitution (1978)
The state reaffirms and shall protect the rights, customary and traditionally exercised for
substance, cultural and religious purposes and possesed by its Ahupuaa tenants who are
descendants of those who inhabited the Hawaiian Islands prior to 1778, subject to the right of
the State to regulate such rights.
