Aloha County Council,
I Oppose the request for one million dollars $$$ and Avoiding going through the finance committee for the
Lako extension.
This extension was set for completion of December 2001. This is 19 years later. This area is Sacred! Holualoa 3rd
&4th. Royal site and Historic of Chiefess Keakealaniwahine of Hawaii Island. 20th Ali'l Almoku of Hawaii from
1665-1695. She was the Great Great Grandmother of Kamehameha I.
The site is of Banyans Surf the Most Popular Surf Spot for the Surfers! The Lako extension is mauka. There are no
public designated parking, no side walks already dangerous for pedestrians, and especially when the Surf is UP.
Many Contests are held here yearly for our Ketki. Attracting hundreds of people to this site.
This entire area will be at threat once this Lako extension is built by Adjacent neighbor and as written in the EIS draft
page 47, "However the completion of the Project may lead to some Development by the Adjacent Land Owner".
The Lako would have cost $1,)900,000 and Land Aquisition of$155,000. This was 1,855 lineal feet in length.
Construction time estimates was less than 12 months! Stop and Go for years!
Here is why...
Alan Haun the archaeologist, emphasized in the EIS, that the current survey of the area has been very comprehensive.
HOWEVER, FURTHER STUDIES WILL BE CONDUCTED AS THE PROJECT PROCEEDS FORAAIARD!
This area is Sacred and has Great deal of"MANA". There are Thousands of Burials of this entire Area!! The
archeological survey stated of this area of Lako extension 350 Features, not only for Preservation, but "Data

Recovery".
Traditional Burials were Secret Burials. Especially during the Over throw of the Tabu System.
I can go on and on...
Sol my point is "No" to Bill 186.
You don't need a study, or plan. Its time to Move On!
Suggestions, spend money on extension of the upper dead-end of Royal Poinciana to 1,,'uakini Highway. This would
save lives for a emergency evacuation route for this neighhood and Kahakai Elementary School.
r Fhe top of Lako is a death wish! The last Tsunami warning it went to a Dead Stop! Extension of Lako to Alit Drive
will make it Worse, Not better.
I went later to a traffic meeting questioning this 4 way stop. I was told it was deadlocked. I was also told, the police
instructed the people to get out of their cars and start running!
I asked about the Lako extension if at that time, was it Burials holding up the project. I was told no its the Buffer.
Burial Helaul Shrine, graves, Bones removed, replaced. All need Buffers for protection!!
We know now what ties ahead. Its time to move on,, as MANA "IWI" is real and All of this area of Keakealaniwahine
as well as Keolonahihi since have been placed on the" Hawaii Register of Historic Places as the Holualua
Archaeological District"
Per Martha Yent of Historic Foundation, "A lot of people of the Hawaiian Community have asked us to minimize
Traffic through the site and using this neighboring property for interpretation is one way to do that" The State Parks
plans was to resurrect dormant plans to combine Keakealaniwahine and Keolonahihi into a single PARK updating its
master plan and Environmental Impact Statement!
